What the HIP Act addresses

Modern political communication can amplify false factual claims faster than correction can travel.

The HIP Act treats political dishonesty as a structural problem when demonstrably false factual representations are repeated, material, and used to influence public decision-making. It does not seek perfect politics or agreement. It asks how democratic consent can remain meaningful when citizens are knowingly misled about facts that can be checked.

The project is framed as a starting framework, not a finished legislative instrument. Its central safeguards include viewpoint neutrality, independent review, public documentation, human judgment, safe harbor for good-faith correction, and strict separation between factual claims and protected political expression.
